Part of a US$40bil trade deficit between Vietnam is this US$4,5bil LNG power plant (3.200MW with FSRU and offshore terminal) and US$40bil gas contract in Binh Thuan province, Vietnam invested by a Texas based O&G firm and consortium of Korean, Japanese partner in the same industry. All site and other local issues achieved, final signing would be this 2019 Oct in Washington DC in the witness of US president  and Vietnam PM.
